1 Chronicles 11:28 עִקֵּשׁ֙ Ikkesh
Ira son of Ikkesh the Tekoite, Abiezer the Anathothite,
Here: Ira's father. As an ordinary word, ʿiqqēsh means 'twisted, crooked', used in Proverbs for a twisted heart or crooked speech (Prov 11:20; 17:20). Why a father had that name is unknown; it may first have described something physical. Nothing in the verse makes a moral point of it.

1 Chronicles 27:9 עִקֵּ֖שׁ Ikkesh
The sixth, for the sixth month, was Ira son of Ikkesh the Tekoite. There were 24,000 men in his division.
Here: The father's name. The same letters also form an ordinary adjective meaning "twisted" or "crooked" (as in Proverbs). Why a parent gave this name is unknown, and the verse does nothing with that meaning.
